ROFL Planning Meeting 03/27/18

Various SED members met up to discuss the ROFL menace, and how they think the SED should deal with them.

The attacks so far:

• The first was a false gas attack in a Neopolis suburb that turned out to be an elemental in the sewers. We have the core of the elemental and one civilian that dropped dead laughing.
  • Kamare is still exploring the memories of the elemental core.
  • The civilian was infected by something magical they looked at, and was also carrying something magical in nature around their neck (I think).
• From the second event on a roadway in the north, we have the massive machine here, Lasamar, and what is left of a raven cyborg Cloudburst terminated. Lasamar seem to be at least slightly operational.
  • Lasamar confirmed they were hacked, and did things against their will. There is nothing more we can help them with, as their purposes is now compromised. They will be 'recycled' and may reappear in the future in a different form.
  • The cyborg non-morphic raven is very advanced. We were able to extract audio of what is believed to be the senior members of ROFL (a ferret and his female dingo assistant)

Ways forward to protect:

• Have a heavily protected 'green zone' type area, just inside SED controlled lands in the south. Invite people to settle there. While the SED can't build everyone homes, they can provide some materials and assistance. If too many apply, perhaps a lottery or need-based can be used to select.
  • This area will be advertised as heavily protected, as if daring ROFL to attack it. The idea is to control where ROFL attacks, rather than it continue to be random. We'll need a good setup here so if they do attack, we'll have the advantage.
  • Regan says, "This is a game for him. And I think he may answer a challenge if we play it back a little: If we say that we can defend an area, I think he's gonna ask us to prove it. And crazy as it sounds, I think we should spin it that way."
  • While we won't accept money to gain entrance, perhaps the new residence can pool their money together to pay for community items they want.
  • Encourage companies to move or build there, to create some investment on their own.
  • Perhaps have people vouch for each other, but that could be difficult.
  • Add some entertainment so people don't get too bored.
• Make use of the newly created Packers and give them riders, to for cavalry. They can roam far and into places others cannot easily go in rough terrain.
• Rapid response troops, ready to get to the scene of an attack at a moment's notice.
• More Talwar magitech
• Try and create a countermeasure to the apparent mind control used by ROFL

• Spread some troops out over SpinDizzy, in the hopes of being ready to respond quickly to an attack. Regular Seya and Hammer and Talon patrols, Arya patrols on foot and in vehicles. Step up practice runs.

  • Kacey agreed to help facilitate, and wants several soldiers assigned as laisons with her.
  • From there, more soldiers may be embedded in the police force as needed.
• Embed some soldiers in the Neopolis police department (as SWAT, etc), and make them look more like civilians so no one knows the SED is involved. Also, see if we can get some soldiers deployed in Neopolis normally, especially Seyae.
  • This will require some coordination, and Kacey is going to be our laison.
• Reinforce security on lands we control
  • We have only so many troops, so we'll will be spread thin - a serious problem
• Should find a way to detect and squelch their mass broadcasts. This may help reduce fear.
• All paws on deck - every SED member needs to work on this. Recall Azalyn and others to come back and work until this problem is resolved. We need everyone we can find, and magic users are a big plus.
• Verada will help guard the manor.
• Soldiers on day offs must go out in pairs
  • All will be thoroughly checked upon coming home
• Try and manage expectations in the press
• All of these need to be implemented to some extent

Ways forward to end this menace:

• Just protecting is not enough. We have to seek out the leader(s) and end their reign of terror, all while defending against future attacks.

• Use Simon and Lancer to find the voices taken from the cyborg crow, and try and get pictures and locations from any camera or microphone on SpinDizzy they can access.

• Have small, specialized groups of hunters who will roam SpinDizzy with magitech equipment to try and hunt ROFL down.

• Capture ROFL members alive for questioning.
• Use our one satellite and anything else we have access to in the hopes of finding patterns before or after attacks. If we can predict where they'll be, that might offer important clues, and also give them less chance of success.
  • Release raven camera drones (the SED already has those) to keep an eye on the city and other areas. Transfer a few to Li-Ge's control. Pending Neopolis approval.
  • Find any patterns prior or after attacks, with stuff such as transmissions, power draws, heat, etc, especialy if it's in an 'abandoned' location.
• Distribute small trackers that we can throw or shoot at ROFL members, to follow them home
• Tech mages to analyze attacks and provide solutions or ways to detect them in advance
• Find out how ROFL is broadcasting and to what. Eliminate or monitor the source.
• Analyze the evidence a lot deeper
  • Retrace the dead civilian's steps (from attack #1) prior to getting involved with ROFL. Perhaps it'll lead us to something important.
    • Do any final investigations on his body before delivering him back to family
  • Figure out who dealt with the elemental while alive
  • Pick the raven apart for fibers and other clues

ROFL Update 05/24/18:

• 'Green zone' in place
  • Six-Nine stands up straight, saluting, and then laying out the details. "We have taken a large section of controlled territory and cleared it for settlement. We've got provisional utilities running. It's not going to be a city in so short order, but it should give the tools needed for those moving from Neoplis to the green zone something to build atop of. We've also set up a strong perimeter, with cameras, patrolling drones, and laser monitoring. It should be very difficult for anything to get through undetected, unless they are using magic. I may need a magic expert's help with that bit. The border isn't capable of preventing all intruders, but should stop smaller ones, and give us an alert of where to concentrate attention if there's a larger one or one that managed to slip between the armed checkpoints."
• Troops are spread out as planned. Packers all have riders and are spread out. Aryas have joined the Neopolis SWAT team (with Kacey as the laison) to gather intel and also provide help should ROFL attack.
• Seyae watch from select rooftops.
• No other troops on ground in or around Neopolis.
• Rapid Response Units (RRUs) ready to go at a moment's notice, 24 hours a day.
• Manor security slightly stepped up
• Azalyn has been training troops about basic magic principles, how to identify runes, wards, spellbooks, areas with lots of magic, and places used by mages.
  • Goal is not to make the troops mages, but to be able to identify and correctly handle situations involving passive or active magic.
  • Also handed out small marbles made by Amy that change color when magic is detected.
  • Simple wards handed out.
  • Elandra plans to distribute more powerful sensors too.
  • Elandra will hand out flares or something troops can drop at more magical areas to get more experienced personnel over.
• Digital entities (Lancer and Simon) both have said doing an exhaustive search for matching audio is basically impossible. Will need to figure out an alternative approach.
• Static barks, "We've detected another ROFL transmission making reference to Spades and Ivy specifically as well as to rats. In addition to this, we were positioned at the time of transmission to map some of the network they are using. They have an obvious grasp of cellular phone networks as well as broadcast antennae used not only for television but also for emergency tranmission. In short, they have taken control of cell towers, radio, television, and even emergency services transmissions. On the latter, Neopolis police attempted to remove a foreign object on their main antennae which exploded violently when agitated. Similar devices have been found across the city."
• Clearly something is going to happen soon. Hywel will be discreetly warned during the next token/cash exchange in a day or two. Otherwise, this has to be kept quiet so ROFL doesn't know we know.
• Stage a big fight between soldiers and civilians (no serious injuries expected, just a brawl with paid civilians) to provide a reason for placing armed soldiers at Spades entrances and inside. Idea is to have help ready in case ROFL really does attack.
• Raziel, Kamare will find and investigate transmitters.
• Determined head of ROFL is a ferret that Morticon met once. Clearly insane.
• Lasamar (unwittingly reprogrammed and involved in the last attack) has recovered more and can move and speak properly

ROFL Update 06/07/18:

• The R&D department, under Elandra's guidance and ideas, will make a series of monitoring drones that can scour the city for sights and sounds that match known data about the ROFL leaders. They will be disguised to look like pizza delivery, news drones, etc.

  • Li-Ge-IA-6 will control the drones and do most of the hard work, with Simon assisting (hacking into phones in the area, etc).
    • Seya will make sure Simon gets the network connections he needs.
• Regan will make a 'weaponized version' of Li-Ge-IA-6's nanites. Basically, put them into a special dart that can be thrown at stuff controlled by ROFL, so that Li-Ge-IA-6 can take it over so we could control it. The dart won't be quite as effective as Li-Ge-IA-6 herself doing it, but it'll be much safer.
• Simon is going to probe Morticon's brain using an interface port to try and get a picture of the ferret and dingo.
• Other investigations were finishing up, and will be debriefed next time.
